Each week, we will break down the current roster and examine who has gone up the WWE hierarchy and who has unfortunately taken a step down the ladder. Factoring in things such as wins and losses, suspensions, injuries, making a name for oneself, being humiliated, and more, who is at the top of the food chain and who needs to make up some ground next week?
Here is the key code for the rankings shorthand when referencing their position in relation to the previous week:
NR = Not included in last week's rankings at all
+ Green = the number of moves up in the rankings compared to last week
- Red = the number of moves down in the rankings compared to last week
Honorable Mentions = five superstars who just barely missed the cut

Although she couldn't make the Halloween Havoc card, Kelani Jordan did compete on the following episode of NXT, successfully defending her TNA Knockouts Championship against Jordynne Grace thanks to a belt shot behind the referee's back.9. Ethan Page [NR]
Ethan Page continued his long reign as Men's North American Champion with his victory over AAA's El Hijo del Dr Wagner Jr at Halloween Havoc.8. Je'Von Evans & Leon Slater [NR+1]
The cross-promotional tandem of NXT's Je'Von Evans and TNA's Leon Slater was victorious in the opener of Halloween Havoc over AAA's Mr Iguana & La Parka.7. DarkState [NR]
DarkState's time without the NXT Tag Team Championship was only a short one, as they regained the titles at the first opportunity by beating The Hardy Boyz in a Broken Rules Match at Halloween Havoc.6. Blake Monroe [NR]
The Women's North American Championship also changed hands at Halloween Havoc, as Blake Monroe foiled Zaria's attempts to defend the title on behalf of her partner Sol Ruca and capture her first gold in NXT.5. Stephanie Vaquer [-4]
The Women's World Champion's only appearance this week was a post-match rescue of Nikki Bella from Roxanne Perez & Raquel Rodriguez, having a staredown with the latter.4. Ricky Saints [NR]
Ricky Saints preserved his reign as NXT Men's Champion in the main event of Halloween Havoc, defeating former champ Trick Williams.3. Tatum Paxley [NR]
However, a new NXT Women's Champion was crowned that night, as Tatum Paxley finally ascended by beating Jacy Jayne amidst a lot of interference. Paxley defended her newly won gold a few days later against Lola Vice, a match that ended due to Fatal Influence's interference.2. Charlotte Flair & Alexa Bliss [+8]
Proving to be fighting champions across all three brands, Charlotte Flair & Alexa Bliss retained their Women's Tag Team Championships on Raw against Bayley & Lyra Valkyria. Bliss followed this up with a singles victory over Nia Jax on SmackDown.1. Ilja Dragunov [+1]
Thanks to persisting with the United States Championship Open Challenge, Ilja Dragunov rises to the top of the Power Rankings after his latest successful defense against Nathan Frazer on SmackDown.HONORABLE MENTIONS
Roxanne Perez - On Raw, Roxanne Perez beat Nikki Bella to continue her pursuit of the Women's World Championship.
Bron Breakker - The Vision bounced back from last week's embarrassment with Bron Breakker scoring a win over LA Knight.
JD McDonagh - In arguably his biggest singles victory since arriving on the WWE main roster, JD McDonagh pinned Sheamus on Raw.
Jasper Troy - The final of the Men's Speed Championship tournament saw Jasper Troy defeat Axiom to earn him a title opportunity.
Kendal Grey - Thanks to help from her buddy Wren Sinclair, Kendal Grey retained her Evolve Women's Championship against Lash Legend on NXT.
