My immediate reaction: Makes sense. WWE is in a fluctuation mode right now where all the lack of planning they didn't do the past few months when they were lazy caught up to them and they're scrambling to get shit in order (as little order as they can achieve) and with Survivor Series having the Raw vs. SmackDown setup, they needed champions. The Authors of Pain are the ONLY tag team with any credibility on Raw at this point. It's just a shame they couldn't properly be set up to win the titles from The Shield or something.
